Street Fighter 2 follows some of the conventions and rules of its predecessor, Street Fighter, released in 1987. The player faces off against their opponents in a series of time-limited one-on-one close-quarters battles. To win a round, the player must either completely deplete their opponent’s health bar through attacks or have more health points than their opponent when the timer runs out. Neither fighter wins the round if they have the same number of health points when time runs out, or if they both knock each other out at the same time. The first fighter to win two rounds is declared the winner of the match.

The original Street Fighter 2 allowed up to 10 rounds per match; this maximum was reduced to four rounds from the Champion Edition onwards. If there is no clear winner at the end of the final round, either the computer-controlled opponent wins in single-player mode, or both fighters lose in two-player mode. After every third match in single-player mode, there is a bonus stage where you can earn extra points by destroying cars, wooden barrels or metal oil drums. After each match, the location for the next match is selected on a world map.
